Roberto Luca is the Program Director of Mass Liberation and an Independent Forensic Gang Expert with a deep personal connection to his work, having grown up amidst violence and gangs in 1980s Central Los Angeles. Incarcerated at 16, Roberto spent 28 years in prison, where he transformed his life, gaining leadership skills and earning a Victim Advocacy Certificate from John Adams State University. Since his release, he has dedicated himself to supporting Returning Citizens through various programs and co-founded the Restorative Academic Mentorship Program (RAMP) for youth housing.
Roberto has worked on state and federal cases, testifying as an expert in gang culture, prison dynamics, reentry, and gang abatement programs. His commitment to community service includes roles on the Los Angeles Measure J Advisory Committee and the Board of State and Community Corrections (BSCC), where he continues to advocate for positive change in his community and beyond.
